Teresa M. Filepin has been serving as the Deputy Chief of Mission of the Federated States of Micronesia (FSM) to the United States since 2023. Prior to that, she was the FSM Consul General to the U.S. Territory of Guam from 2018-2023.
Before embarking on her diplomatic career, Filepin devoted nearly two decades to advancing education in Yap through various leadership and support roles. In 2002, she served as the Director of a TRIO Program, a U.S. federally funded initiative aimed at providing academic services to underprivileged students and helping them achieve higher education success. After 11 years of impactful service with the TRIO Program, she was confirmed as the Director of the Yap State Department of Education, serving under Governor Tony Ganngiyan from 2015 to 2018, where she continued her commitment to educational excellence and opportunity. Prior to her directorship at the TRIO Program, she gained valuable professional experience in diverse roles, including positions with the Micronesian Legal Services in Yap and as Assistant Manager at the Mid-Pacific Company.
Filepin is a proud graduate of Yap High School’s class of 1993 and went on to study at University of Hawaii at Hilo in the spring of 1994, earning a Bachelor’s degree in Political Science with a minor in Public Administration and Public Services (1998). Born on July 7, 1977, in Yap State, Ms. Filepin grew up in a humble household as one of eight children, with seven brothers. She credits her late father as her greatest inspiration, who encouraged her to persevere despite the challenges of growing up in a male-dominated environment. Throughout her career, she has held numerous leadership roles, serving as a trailblazer for women in education and public service. Filepin is married to Anthony Sigeyog, and together they have two children, Zoya-Marie and Joseph-Andrew. Her dedication to family and community continues to be a central part of her life and work.
