Scholarship Opportunity – SEED-2 Program Now Open to FSM Students

The Embassy is pleased to share that the Government of Canada has officially opened the application period for the Scholarships and Educational Exchanges for Development – Phase 2 (SEED-2) for the 2026–2027 academic year. The application period is now open, and the deadline to apply is March 24, 2026.

This program provides an excellent opportunity for FSM citizens currently enrolled full-time in a post-secondary institution to pursue short-term study or research in Canada. As part of Canada’s Indo-Pacific Strategy, SEED-2 supports the 2030 Agenda for Sustainable Development by promoting educational exchange, strengthening people-to-people ties, and investing in future leaders across the region.

Key Features of the SEED-2 Program:

  • Open to students from Pacific Island Countries, including the Federated States of Micronesia.
  • Scholarship supports short-term academic study or research at Canadian post-secondary institutions.
  • Tuition fees are waived for recipients by Canadian host institutions.
  • Areas of study and research are aligned with the UN Sustainable Development Goals (SDGs).
  • Applications must be submitted by Canadian institutions on behalf of eligible students.

Expanded Eligibility:

Phase II of the SEED program has been expanded beyond Southeast Asia to include the Pacific Islands and Mongolia. Eligible students must be enrolled in post-secondary institutions located in one of the following countries:

  • ASEAN Member States: Brunei Darussalam, Cambodia, Indonesia, Laos (Lao PDR), Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, Vietnam.
  • Pacific Island Countries: Cook Islands, Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu.
  • Mongolia
